Makeup and hair ideas with my AQua/blue formal dress?

I have a feminine aqua/blueish formal dress with sprakles on the bodice.
I have brown nonfrizzy curly hair and blue eyes and tan skin
I was thinking of straightening my hair then waving it?

I'd go for an eyeshadow in the silver/gray family and opt for a turquoise eyeliner and go for the smokey eye.

First of all, find a shimmer eyeshadow in white to use under the brow. Maybelline has an eyeshadow duo called "Grey Matters" and it has a highlighter shade and a darker shade for the lids. Cover Girl has a Quad Eyeshadow kit - one set of colors is called Crystal Waters and one is called Drama Eyes. The Crystal Waters is more blue, which may be too matchy for your dress; however, the Drama Eyes are the grey/silver colors and have 3 colors that would look great with your aqua formal dress. The 4th color in that quad is a rose color, which you can put away and use for another occasion. Using the 3 gray colors, use the lightest one under your brow as the highlight color. Take the 2nd lightest color and sweep that across your lids. Take the 3rd color, which is the darkest color, and put that into the crease of your eyes. Cover Girl has a line of several types of eye liners and they have one that's called Exact Eyelights and the color you would use is called Radiant Sapphire, which coincidentally is their liner for blue eyes. Use this liner to line the upper & lower lid. Finish by taking a liner brush and blending a little bit of the darker gray shadow on the outer part of your eye and blend for a smokey look. Finish by using black mascara on the upper & lower lashes.

For your blush, use a rosey-peach shade (not a bright pink) and use the same color family for your lips. Since you are going to play up your eyes and if you do decide to do the smokey eye, then your lips need to look more natural. Go for a light shade of lipstick and finish with a clear gloss, or choose a peachy-pink gloss and let that be it. Have a great time and I am sure you are going to look gorgeous!
