This is a very difficult issue in modern days.
It is not easy to identify it but if your kids bullies, you can see the changes in their life (quite drastically) maybe the way they react, not willing to go to school or shy, having no friends, not willing to talk much about their problem and this is where parents need to take a quick actions. Kids need to know that their parents will always protect them. Kids need assurance and by talking to them patiently e.g. some kids might not report they are being bullied because they are afraid the bullying becomes worse.
However, knowing your kids bullies other are worse, although to identify it are more difficult in some way. The main reason is because learning from bullying itself they understand the consequences and covering it by lying, for example they behave very nicely in front of their parents meanwhile kids become aggressive to other people.
